A rework keeps the main idea of a tattoo and changes features such as lines, contrast or individual elements. A cover-up plans a different design that covers or incorporates the old work within a new composition. What would you like to change?
If you still like the subject but dislike particular parts, a targeted rework may be a useful direction. If you want a different image, the new design needs to account for the existing shape.
The position of dark areas, the colours and the available space affect the options. A drawing may need more room or a different focal point from your first reference. The existing lines remain a constraint when planning the new image.
What an initial assessment should establish
The consultation should clarify the design possibilities and their limits. That includes which parts could remain and where the old tattoo affects the new subject. It cannot establish a general promise of complete concealment.
When choosing an artist, look for comparable starting points and the results from the same projects. General portfolio images help you understand a drawing style. Evaluating a cover-up also requires knowing what the previous tattoo looked like.
Questions about the possibilities
Can every tattoo be covered?
There is no general guarantee. A densely inked dark subject presents different limits from an open drawing. If your preferred design does not fit the starting point, the idea needs adjusting or another approach needs considering.
Will the old tattoo become completely invisible?
That cannot be guaranteed for every case. The original colour, shape and new composition need to be considered together. Discuss which outcome would be acceptable to you before committing to the drawing.
Do I need lightening or laser treatment first?
Prior treatment is not a general requirement for every project. Whether it could be useful or necessary in your case needs individual assessment. For medical questions about lightening or removal, speak to an appropriately qualified provider. Mention previous treatments, scarring or skin changes beforehand as well.

What can a photo show, and what needs an in-person assessment?

A photo mainly shows me the distribution of lines, colours and dark areas. A wider view helps me understand possible connections. Lighting and perspective can change the impression, so an initial photo assessment does not replace looking at the existing tattoo in person and then planning the actual project.

If you still like the original subject, I would first consider whether changes to lines or contrast could meet your goal. A completely different image needs a new composition that accounts for the existing dark areas. That is why a reference you love will not automatically work over every old shape.

Assessing the cost from the starting point
The existing tattoo and the new composition determine the work involved. The old tattoo's size alone cannot describe it: densely inked dark areas and the layout needed for the new subject can substantially affect the planning.
